The Higher Education Finance and Accessibility in Southeast Asia website is produced in partnership with the International Comparative Higher Education Finance and Accessibility Project (ICHEFA) of the Graduate School of Education at the State University of New York at Buffalo.
The ICHEFA Project was founded by Professor D. Bruce Johnstone, one of the foremost authorities on the worldwide shift of higher education costs from governments and taxpayers to parents and students. This shift—frequently described as a policy movement in the direction of greater cost-sharing—embraces the public policy issues of tuition fees, governmental sponsorship and subsidization of private colleges and universities, the privatization of public institutional provision of food and lodging, and student financial assistance, including student loans.
